The state has financed the payment of pensions for January and is preparing to index pensions in March

Pension funding for January is complete: UAH 61.7 billion was allocated for pension payments in the first month of 2025. This was reported by the Pension Fund of Ukraine, Komersant ukrainskyi reports.
Danylo Hetmantsev, Chairman of the Verkhovna Rada Committee on Finance, Taxation and Customs Policy, also reminded that the resources for the Pension Fund were calculated in such a way as to carry out the next statutory pension indexation in March.
What payments do Ukrainian pensioners receive?
The Pension Fund has published interesting pension statistics in the format of dashboards on its information resources, which many pensioners will probably find difficult to comprehend. However, MP Nina Yuzhanina presented the main data in a more convenient format.
So, over the year, the number of pensioners has decreased by almost 173 thousand and at the beginning of 2025, it is 10.34 million people.
The average pension amount for the last quarter remained almost unchanged and amounted to UAH 5,789.05, while pensions
– more than UAH 10,000 were received by 1.26 million pensioners (average pension of UAH 15.4 thousand)
– from UAH 5,001 to UAH 10,000 – 2.63 million pensioners (average pension 6.9 thousand UAH);
– from UAH 4,001 to UAH 5,000 – 1.94 million pensioners (average pension is UAH 4.4 thousand);
– from UAH 3,001 to UAH 4,000 – 1.82 million pensioners (average pension is UAH 3.5 thousand);
– up to UAH 3,000 – 2.68 million pensioners (average pension is UAH 2.8 thousand).
About 344 thousand people receive a pension that does not exceed the subsistence level, and almost 50 thousand pensioners receive even less than UAH 1.5 thousand.
Pensions over UAH 10 thousand (12% of pensioners) account for 33% of all pension funds.

At the end of her post, Nina Yuzhanina also formulated one question for the future: “I wonder if the total amount of expenditures on pension payments will change due to the introduction by the Cabinet of Ministers of reduction coefficients for pensions above 23 thousand?”
What other payments is the Pension Fund responsible for?
The answer to this question was provided by another already mentioned MP, namely, Danylo Hetmantsev, Chairman of the Verkhovna Rada Committee on Finance, Taxation and Customs Policy.
Regarding payments that are also the responsibility of the Pension Fund, Danylo Hetmantsev cited the following figures:
– uAH 5.0 billion was allocated to finance housing subsidies and benefits for citizens to pay for housing and communal services, purchase solid and liquid heating oil and liquefied gas;
– about UAH 2.8 billion was allocated for insurance payments (including almost UAH 1.6 billion for sick leave).
The state should have enough money for pensions and subsidies
Danylo Hetmantsev reminded that in 2025, the state budget provides for a transfer to the Pension Fund to finance the payment of pensions, bonuses and increases to pensions granted under pension programs and to cover the Pension Fund’s deficit of UAH 236.9 billion. Also, funds have been reserved for the payment of housing subsidies and benefits for housing and communal services – UAH 43.2 billion.
According to the MP, these resources should be enough to fulfill all the state’s obligations under the above payments.
The monthly expenditure on subsidies of UAH 5 billion should not be a cause for concern either, since, as Danylo Hetmantsev emphasized, tariffs for heat, hot water and gas have remained at the level of the previous year until the end of the heating season, and the principles of calculating subsidies have not changed either.
