Buyers of machinery and electrical equipment manufactured in Ukraine will be able to receive a 15% compensation. This decision was made by the Cabinet of Ministers, Komersant ukrainskyi reports, citing the press service of the Ministry of Economy.
The new programme will help manufacturers and entrepreneurs who are currently purchasing energy equipment for the autonomous operation of their businesses.
“As part of the Made in Ukraine programme, the government is already compensating agricultural producers for part of the money they spend on Ukrainian-made agricultural equipment. We are now taking a new significant step in the development of this programme – the Government will partially compensate 15% of the purchase of Ukrainian power equipment, wheeled vehicles, such as domestic buses, trawls and construction, municipal and special equipment,” said Yulia Svyrydenko, First Vice Prime Minister of Ukraine and Minister of Economy of Ukraine.
She noted that the programme will be open to producers who have localised production to the extent of 40% or more.
It will be possible to receive compensation for goods purchased from the start of the programme until 1 December 2024. To do this, you need to submit an application by 5 December. For machinery and equipment purchased after 1 December, compensation will be paid next year. Applications will be funded on a first-come, first-served basis within the available budgetary funding.
Buyers will be eligible to receive 15% compensation (excluding VAT):
Energy equipment:
- industrial energy storage systems;
- solar panels, power plants, collectors;
- wind power plants and mini-hydroelectric power plants;
- wind power generator, gas turbine, gas piston and cogeneration units;
- transformers, switch cabinets; heat pumps; individual heat points, recuperators, metering devices;
Wheeled vehicles:
- buses – city, tourist, public, two-section, low-floor;
- tankers – including those for the transport of fuels and lubricants and fire trucks;
- vans, trawls, trailers and semi-trailers;
Construction, municipal and special machinery:
- cranes, including tower cranes, earthmoving machines; loaders and backhoe loaders
- garbage trucks, sewage and garbage collection vehicles, as well as lifts;
- machines for mechanised demining (including robotic demining) pyrotechnic machines, demining equipment.
How to get compensation
To participate in the programme, manufacturers will need to submit an application to the Ministry of Economy in electronic form, a list of goods for which the buyer may be entitled to compensation and a package of documents.
These include:
- Information on the degree of localisation;
- Cost calculation;
- Information on technological operations;
- Calculation of the share of labour costs, etc.
After the Ministry of Economy’s inspection and positive decision, the goods will be placed in the relevant public list. The information will be transferred to the banks through which the programme is implemented.
In order to receive compensation, buyers need to
- pay for the purchase of machinery and equipment from the list in an authorised bank;
- submit an application for compensation to the bank;
- submit a copy of the payment document and an acceptance certificate for the machinery and equipment as confirmation.
Who will not be able to receive compensation
The Ministry noted that bankrupt companies, companies under sanctions or affiliated with the aggressor state or Belarus, companies with tax debts overdue for more than six months, companies operating in the territory of active hostilities, etc. are not entitled to compensation.
Machinery and equipment for which the buyer receives compensation cannot be resold within three years. Otherwise, the buyer must return the funds to the state and will be deprived of the opportunity to receive compensation for the next three years.
The “Made in Ukraine” programme aims to attract investment for the development of Ukrainian producers, increase production of high value-added products and stimulate demand for Ukrainian goods.
