The High Qualification Commission of Judges of Ukraine is holding a competition to fill more than half a thousand vacant positions of judges in appellate courts. This is stated in the HQCJ ‘s response to the request of Komersant Ukrainskyi
The competition was announced more than a year ago and is still ongoing.
“In order to fill the vacant positions of judges by the Commission during 2023-2024:
…a competition for 550 vacant positions of judges in the courts of appeal is being held, announced by the Commission’s decision of 14.09.2023,”
At the same time, the data contained in the HQCJ’s reporting on the accounting of judges on the Commission’s website indicates an even higher number of vacant positions of judges of appellate courts – 716. However, it is clear that the competition has been announced for most, but not all, of the vacancies.

Currently, there are 641 judges in the system of Ukrainian courts of appeal.
In total, according to the HQCJ, as of 9 September 2024, there are 5,015 judges in Ukraine. At the same time, the Commission emphasises that “failure to fill vacant positions of judges in courts may lead to the impossibility of administering justice…”
Meanwhile, the HACC has been looking for 25 new judges for almost a year.
