MPs Encourage Violators of Military Registration to Pay Fines and Perform Military Service

The Verkhovna Rada has amended the Code of Ukraine on Administrative Offenses and improved the mechanism for bringing persons to administrative responsibility for violating the rules of military registration and legislation on defense, mobilization training and mobilization. The adoption of the relevant law is reported on the website of the Verkhovna Rada, informs [Kommersant].

The step towards the violators of the legislation on military registration was taken by 240 MPs who supported the law.

According to the authors of the document, the key problem that the law will help solve is to allow conscripts, persons liable for military service and reservists to independently apply to the Military Registration and Enlistment Committee and the Joint Venture to clarify their personal data, while paying a fine of 50% of the minimum amount specified in the relevant article of the Code of Administrative Offenses for the administrative offense. This means that instead of UAH 17,000, only UAH 8,500 will be payable.

An important prerequisite for this is that the person does not dispute the violation and agrees to be brought to administrative responsibility in his or her absence. In order to take advantage of the 50% discount on the payment of the fine, the person must pay the fine within 10 calendar days from the date the resolution enters into force.

In addition, Article 247 of the Code of Administrative Offenses has been supplemented with a new subparagraph stating that military service by a person against whom proceedings on administrative offenses have been initiated is a circumstance that excludes proceedings in this category of cases. In other words, violators of military registration are offered another way to avoid a fine: to go to military service and then the administrative proceedings will be closed.

Fines from the TCC can be paid online

The day before, Deputy Minister of Defense of Ukraine Kateryna Chernogorenko explained that the fine for untimely updated data can be paid through the Reserve app.

Ukrainian citizens abroad will also be able to pay a fine for unupdated data online, and this, according to the Deputy Defense Minister, will allow Ukrainians to return home without violations.

For military personnel, fines for such violations will be completely canceled.

Ukrainians are not in a hurry to pay fines from the TCC

Since the beginning of the year, about 10 thousand proceedings have already been opened for unpaid fines – almost as many as for the entire year of 2023. Such data is provided by the Opendatabot service. Komersant ukrainskyi also talked about this.

Almost half of the overdue fines this year were issued to Ukrainians aged 25-35. Another 38% of proceedings are for people aged 36-45.
