Have the rules for admission to bachelor’s and master’s programs changed in 2025: explanation of the Ministry of Education and Science

In 2025, the admission campaign for bachelor’s and master’s degree applicants in Ukraine will be held according to the familiar rules. Deputy Minister of Education and Science Mykhailo Vynnytskyi said this on Ukrainian Radio, "Komersant Ukrainian" reports
He clarified the key points of admission for future students and adults pursuing a second higher education.
Rules for entering bachelor’s programs in 2025
According to Mykhailo Vynnytsky, last year’s rules for entering the bachelor’s program in 2025 remain in effect. Applicants take four subjects of the National Multisubject Test (NMT):
- three compulsory subjects;
- one subject of the applicant’s choice.
“More than a third of graduates chose English as the fourth subject,” the deputy minister said.
This indicates a growing interest in foreign languages and international education among Ukrainian youth.
Admission to the Master’s program in 2025: a separate campaign
A single entrance exam is still in effect for those wishing to apply for a master’s degree in 2025. At the same time, the Ministry of Education and Science has made an important clarification.
“If a person already has a master’s degree and enters an adult education program, they do not need to take the exam a second time,” Vynnytsky said.
This applies to those who are pursuing a second higher education, for example, by changing their specialty or obtaining additional qualifications.
Adult education and mobilization: what you need to know
The Deputy Minister emphasized that a second higher education does not provide a deferral from mobilization. This is an important point for applicants who hoped for benefits during martial law.
“Entrance exams for second higher education are not mandatory. They are set by the university itself, not the state,” explained Vynnytskyi.
Thus, each higher education institution decides for itself whether to conduct additional testing, interviews, or a portfolio competition.
