Men under 23-24 years old may be allowed to leave Ukraine – what is known

The Verkhovna Rada is working to allow men under the age of 23-24 to travel abroad. This was stated by a member of the Verkhovna Rada Committee on National Security, Defense and Intelligence, Fedir Venislavsky, "Komersant Ukrainian" reports

According to him, discussions are ongoing among parliamentarians about the feasibility of lifting travel restrictions for young men. The main goal of such an initiative is to prevent the loss of young people who leave Ukraine before reaching the age of majority.

“This issue is being discussed among MPs, in particular in our committee. There is a certain consensus agreement with various factions in the parliament that this issue should be put to a vote in the near future,” the MP said.

The MP reminded that the martial law restriction on travel for men aged 18 to 60 often forces young Ukrainians to stay abroad to avoid returning and losing their freedom of movement.

At the same time, Venislavsky acknowledges that the issue remains sensitive: it is difficult to define a clear age limit at which travel restrictions begin.

“This is a rather sensitive topic, as it is difficult to draw a clear line at the age when a person should be subject to restrictions,” he added.

Instead, he emphasized that in the short term, there will be legislative initiatives on this topic in the parliament.

As a reminder, during the period of martial law, men aged 18 to 60 are prohibited from traveling outside Ukraine. This is stipulated by Presidential Decree No. 64/2022 and regulated by Cabinet of Ministers Resolution No. 57 on the procedure for crossing the state border.

However, earlier the government changed the rules for men aged 18-25 who served under contract. According to the new rules, contract servicemen (18-25 years old) who have not previously served in the military (except for basic training) can travel abroad if they comply with the rules and have the necessary documents.
