The battle for the NACP: 24 candidates with luxury cars and cryptocurrency

The competition for the position of the NAPC head attracts attention with its diverse and interesting list of candidates. The 24 candidates who have successfully passed the test come from a variety of professional and financial backgrounds, including former officials, MPs, customs officers and businessmen.
There are three women and 21 men competing for the NACP chair. Among them, there are those who own significant amounts of cash, cryptocurrency, jewellery and land plots. Interestingly, three of the 24 candidates own between 4 and 32 types of cryptocurrency worth between UAH 11,000 and 160,000.
Among the most prominent figures are Andriy Vyshnevsky, former deputy head of the NACP, who is fighting to be reinstated to his former position and is also vying for a leadership role in the NACP, and Agiya Zagrebelska, former state commissioner of the Antimonopoly Committee of Ukraine.


In addition to them, the candidates include former MPs, high-ranking officials, as well as representatives of law enforcement agencies and other state institutions.
Some of the candidates for the NACP head have experience of working in the same institution and are trying to re-apply for the position, but at a higher level. Among them is Iryna Mostova, who, after working at the NAPC, worked at the State Enterprise “Ukrainian Sea Ports Authority” and participated in Ukravtodor’s tenders to analyse corruption risks.

Other candidates for the leadership role in the NACP include the current head of the anti-corruption policy department, Dmytro Kalmykov, former advisor to the NACP head, Oleksandra Novikova, and chief specialist in monitoring the living standards of officials, Kateryna Kapliuk, who owns 31 types of cryptocurrencies, as well as Oleksandr Starodubtsev, who was previously deputy head of the NACP and is now its deputy chief of staff.



The list of candidates also includes Oleksandr Novytskyi, a former NAPC employee and current head of the State Inspectorate for Architecture and Urban Development (SIAU). Former MP and current NACP employee Andriy Teteruk also applied for the position. Other candidates include Roman Norets, who until August 2023 was the head of the NAPC’s department.

Thenext stage of the competition includes a number of tests, including psychological interviews, practical tasks on ethical leadership, anti-corruption legislation, and written answers to questions about their own vision of the NACP’s future activities.
Emphasis is placed on the integrity and independence of the candidates, as it is important that such a responsible position is held by people who can effectively fight corruption. The NACP Head is appointed by the Cabinet of Ministers of Ukraine for a four-year term.
Oleksandr Novikov, who previously held this position, left after four years, which opened the door for new candidates, each with their own unique vision of the NACP’s role and tasks in the current environment.
