Business expects the state to take four important steps

Leading business associations in Ukraine have once again called for effective cooperation between the state and business. Their joint appeal was published on the website of the residents’ union Diia.City, reports Komersant ukrainskyi
The appeal was signed by Diia.City United, the Union of Ukrainian Entrepreneurs, the Chamber of Commerce and Industry, the IT Ukraine Association, the Board International Business Community, and the Coalition of Business Communities for the Modernization of Ukraine.
“Today, in the face of unprecedented challenges, it is crucial for us to create stable conditions for business. This will allow us to support the production of vital goods, provide quality services to the population, ensure logistics and support for exports, and as a result, save jobs and ensure timely payment of taxes to the budget, which is the basis for the economy and financing the defense of Ukraine. Our international partners help us maintain macroeconomic stability and finance social programs, but the financing of the Armed Forces of Ukraine is provided exclusively by taxes paid by companies operating in Ukraine,”
– the statement reads.
To ensure an adequate level of budget revenues, the business community has jointly identified four steps they expect the government to take as soon as possible:
- Restoring the criticality status for enterprises. It is urgent to restore the process of recognizing enterprises as critical to the economy, life support and national security.
- Unblocking the booking of employees. Delays in the booking procedure should be eliminated, whether in paper, electronic form or through the Unified State Web Portal of Electronic Services (eBronirovanie).
- Publicize the results of audits of critical enterprises. The business community needs access to the results of the audit of the register of such enterprises, as well as reasonable explanations in case of changes in the list of companies or criteria. This will promote transparency, increase trust in the state and reduce uncertainty for entrepreneurs.
- Discussion of possible changes to the procedures for assessing the criticality of enterprises and booking. Business communities advocate an open discussion of the procedures and criteria for determining the criticality of enterprises if the government plans to change them. Constructive dialogue between business and government will help align the interests of all parties and ensure stability and clarity in decision-making.
Business communities call for an immediate meeting with government officials to discuss these issues and find optimal solutions. Only an ongoing and open dialog between business and the government can effectively solve common problems and increase mutual trust, entrepreneurs say.

Criteria for enterprises critical to the economy
Cabinet of Ministers Resolution No. 76 defines the criteria by which an enterprise is recognized as critical to the functioning of the economy and the livelihood of the population during a special period:
- the total amount of taxes paid exceeds the equivalent of EUR 1.5 million;
- the amount of foreign currency revenues exceeds the equivalent of EUR 32 million;
- the company is of strategic importance for the economy and security of the state according to the list;
- the company is important for a sector of the national economy or for meeting the needs of the territorial community;
- no arrears in the payment of a single contribution to the obligatory state social insurance;
- the average salary of the insured employees at the enterprise for the last calendar quarter is not less than the average salary in the region for the fourth quarter of 2021;
- the company is a resident of Diia City.
An enterprise is recognized as critical if it meets at least three criteria. Such enterprises can book 50% of their employees or more “in case of a reasonable need”.
However, there are exceptions. For some companies, two criteria are enough. These include, for example, sports organizations and TV channels, which is somewhat unexpected.
