No changes: the gas price for Ukrainians will not increase. Although there are questions

23 April 11:36

Gas for Ukrainian families will continue to be supplied at the same price – UAH 7.96 per cubic meter. This was reported by the Gas Supply Company Naftogaz of Ukraine, "Komersant Ukrainian" reports.

The company clarified that the price of UAH 7.96 per cubic meter will be valid for another year – until April 30, 2026.

“This includes the Fixed tariff plan for residential customers,” Naftogaz explained and thanked Ukrainians for timely payment for gas consumption.

As a reminder, Naftogaz supplies gas to 12.5 million Ukrainian households.

Who supplies gas to Ukrainians and for how much

According to GazPravda, there are 9 suppliers on the gas market for households, as in previous months. Of these, 5 companies offer both an annual fixed price and a monthly variable price. Another 4 suppliers offer only an annual price.

According to the publication, customers of the Gas Supply Company Naftogaz of Ukraine, which serves 98%, or more than 12 million households, will continue to pay UAH 7.96 per cubic meter of gas as part of the annual fixed price.

The annual price offers of other suppliers will not change either. However, monthly price tags fluctuate almost every month, depending on market trends.

The cost of a cubic meter of gas for households within the framework of annual tariffs, depending on the gas supply company, ranges from UAH 7.79 to 9.99. The monthly (market) price ranges from UAH 8.46 to UAH 20.99 per cubic meter.

Ukraine has a moratorium on gas price increases

In August 2022, the President of Ukraine signed a law establishing a moratorium on price (tariff) increases in the natural gas market and in the field of heat supply.

The law stipulates that the moratorium will be in force for the duration of martial law in Ukraine and for 6 months after its termination.

The Law prohibits the increase of tariffs for all categories of consumers for:

– natural gas distribution services;

– heat energy (its production, transportation and supply);

– heat energy and hot water supply services.

In addition, the price of natural gas for household consumers, condominiums, and heat producers, if they use gas to produce heat for the population and have entered into an agreement with Naftogaz of Ukraine, is not subject to increase and remains the same as it was as of February 24, 2022.

Despite the moratorium, discussions around gas prices continue

Ukrainian consumers may receive bills with new prices in the summer of 2025. This is the opinion of energy expert Oleh Popenko, recently quoted by TSN.

According to Popenko, the cost of gas may rise to UAH 9.5-10 per cubic meter in the summer of 2025, which will not be so noticeable for Ukrainians during the warm season.

“It is difficult to rely on our own production due to the situation at the frontline. If Russia continues its attacks on gas distribution facilities in the regions, it will be a challenge to supply the population,” he said.

He believes that the government will have to let go of the price of natural gas. This step will ensure the normal course of the upcoming heating season. According to estimates, Ukraine will have to buy at least 4 billion cubic meters of fuel and this will require significant costs.

Speaking to Focus about the possibility of lifting the moratorium, Roman Nitsovych, Research Director at DiXi Group, stated that the document contains a clause that refers to the lifting of the moratorium on heat and hot water.

“If we are talking about lifting this moratorium, it is likely to happen at the end of the year. And here a really big question arises: will the abolition apply only to hot water, or to relations in the natural gas market? If it affects natural gas, it will obviously open the way for suppliers to revise their commercial offers. If we are talking about Naftogaz, a de facto monopoly supplier of gas for the population and for the needs of heating companies, then, most likely, if the moratorium is lifted at the end of the year, no drastic steps will be taken in the middle of the heating season,” the expert emphasizes.

But starting in the spring of 2026, he believes that the situation with regulated prices will need to be reviewed, as Naftogaz needs working capital.
