Basic social assistance in Ukraine from July 1: who will receive it and how much

On July 1, 2025, Ukraine will launch a new format of state support – basic social assistance, which combines several existing types of social benefits into a single system. This is reported by "Komersant Ukrainian" with reference to the relevant resolution of the Cabinet of Ministers.

This is one of the key reforms in the field of social protection aimed at simplifying procedures, increasing the targeting of assistance and more efficient use of budget funds.

The project is being implemented with the support of the Ministry of Social Policy and the Pension Fund of Ukraine, which are currently preparing the infrastructure for the full launch of the new payment model.

Who will benefit from the program?

The first participants of the program will be:

  • low-income families
  • single mothers and fathers receiving child benefits;
  • large families;
  • families in which one of the parents does not pay child support or whose whereabouts are unknown.

Starting October 1, 2025, the list of recipients will be expanded to include other socially vulnerable categories of the population, including pensioners without sufficient insurance experience.

How much will be paid?

The basic amount of assistance per family member will be UAH 4,500 per month. Other family members will receive:

  • uAH 3150 for each adult (70% of the basic amount);
  • uAH 4,500 for each child under 18 or a person with a disability of group I-II.

For pensioners who do not have a full insurance record, the amount of payments will depend on the number of years of employment:

  • up to 10 years – UAH 2385
  • 10-20 years – UAH 2790
  • 20-30 years – UAH 3150;
  • over 30 years – UAH 3960.

The total amount for a family will be calculated as the difference between the established basic level of assistance and the average monthly family income for the last quarter.

How to apply for social assistance?

There are two ways to apply for basic social assistance:

  1. Inperson – at a Pension Fund service center;
  2. Online – through the Diia public services portal .

The process involves submitting two applications:

  • first, a statement of intent to receive assistance;
  • subsequently, confirmation and agreement to the terms of the program.

After verification of the data, the system will automatically determine eligibility for payment and accrue the allowance.

For how long is the assistance provided?

The allowance is granted for 6 months with the possibility of automatic extension for another 6 months if the program conditions are met.

The basic social assistance project will last until July 1, 2027. After that, a full transition to a new social protection model is expected.

When can payments be denied?

Assistance will not be provided if:

  • able-bodied family members have not been working, studying or serving in the military for the last 3 months;
  • the family owns two apartments or cars under the age of 15
  • the family has a deposit of more than UAH 100 thousand on their accounts;
  • financial transactions for more than UAH 100 thousand were made during the year.

What does this change for citizens?

The introduction of the new basic social assistance is aimed at unifying approaches to support and making state aid more fair and transparent. It is expected that the new system will allow for a faster and more accurate response to changes in people’s life circumstances.

For Ukrainian families, this can be a significant relief in times of economic instability, and it will also help to avoid duplication of payments and excessive bureaucracy.
