Gas station under sanctions: HACC confiscated property of Russian businessman

The Appeals Chamber of the High Anti-Corruption Court (HACC) has confiscated the property of a Russian businessman in favor of the state. This is reported by "Komersant Ukrainian" with reference to the post of the HACC Appeals Chamber on its official Facebook page.
on May 26, 2025, the Appeals Chamber of the High Anti-Corruption Court (HACC) upheld the appeal of the Ministry of Justice of Ukraine and ruled to impose sanctions on Russian citizen Alexei Popov. According to the court ruling, the assets of Popov, who owns the Oil Transit gas station chain, are subject to confiscation to the state.

According to the Ministry of Justice, after the full-scale invasion of Russia in 2022, Popov remained in the temporarily occupied territory of Ukraine, in particular in the city of Melitopol, Zaporizhzhia region, where he voluntarily received Russian citizenship and began active cooperation with the occupation administrations. According to the Ukrainian side, Popov directly contributed to the economic strengthening of the occupation authorities by ensuring the supply of fuel and lubricants from the territory of Crimea to the temporarily occupied regions of southern Ukraine.
According to the HACCU decision, a number of assets owned or controlled by Oleksiy Popov are subject to confiscation, including
- three real estate objects in Kherson region (non-residential premises, a residential building and a land plot)
- corporate rights: 100% in private enterprise Yug Oil, 100% in Trans Oil 1 LLC and 50% in Agropromenergo LLC;
- vehicle fleet, including four passenger cars, thirteen trucks and six tank semi-trailers;
- cash on the accounts.
The decision of the HACCU Appeals Chamber came into force upon its announcement and is not subject to further appeal. According to representatives of the Ministry of Justice, this is not the first time that Ukraine has used the mechanism of sanctions and confiscation to return to the state the property of persons who cooperate with the aggressor or act in the interests of the Russian Federation in the occupied territories.
The application of sanctions became possible under the current Law of Ukraine “On Sanctions” and the decision of the National Security and Defense Council of Ukraine, which provides for the special confiscation of property belonging to persons who pose a threat to national security. The Ministry of Justice emphasized that Popov’s case is an important precedent in the HACC’s practice and a continuation of the state’s systemic policy aimed at blocking Russia’s economic presence in Ukraine.
Analysts note that this case once again demonstrates the effectiveness of new legal mechanisms introduced after the outbreak of war, in particular, tools for the forced confiscation of property of sanctioned persons. Such decisions are aimed not only at weakening the enemy economically, but also at ensuring justice for the activities of collaborators and accomplices of the occupation authorities.
