Attestations and competitions: new career standards will be introduced in the army. But after the war

The Armed Forces of Ukraine and the State Special Transport Service are planning to introduce new standards for career development of military personnel. This was reported by the Ministry of Defense of Ukraine, Komersant ukrainskyi reports.

The planned changes are formulated in the new version of the Regulation on Military Service in the Armed Forces and the State Special Transport Service, which meets NATO standards. This regulation has yet to be approved by a presidential decree.

The content of the draft Regulation is divided into periods in time (peacetime, special period and martial law) and by type of military service, as defined by the Law of Ukraine “On Military Duty and Military Service”.

The key changes that will come into effect after the return to peacetime include:

– Career advancement by military rank – obtaining the next military rank through a rating or competitive system with simultaneous appointment to a higher position;

– Relocation for advanced training and experience;

– Clear terms of service in the rank – minimum and maximum;

– Limitations on the period of stay in officer positions;

– An evaluation system for transparent assessment of military personnel.

The Ministry of Defense emphasizes that the reform is aimed at introducing a transparent and fair system of career development for military personnel. Promotions will be based on an objective assessment of personal achievements, skills and competencies.

There have already been attempts to introduce an objective assessment

At the beginning of the year, the Ministry of Defense of Ukraine announced the launch of a digital rating of commanders’ combat effectiveness. As explained by Deputy Minister of Defense of Ukraine Kateryna Chernogorenko, commanders will be able to submit reports on enemy defeats in the Army app. Such a report could also include confirmation from the DELTA combat system. Then all the data would be sent to the General Staff.

The Ministry of Defense explained that this would ensure

– objective accounting of confirmed enemy losses;

– the ability to constantly monitor the effectiveness of commanders and units according to clear criteria;

– analysis of the effectiveness of various types of weapons and ammunition on the battlefield;

– optimization of production and supply of the most effective weapons.

However, this innovation has received mixed reviews from the military.

For example, Bohdan Krotevych, Chief of Staff of the 12th Brigade of the National Guard of Ukraine “Azov,” expressed doubts about the feasibility of such a rating.

“I wonder if you didn’t think that in the pursuit of ‘results’ commanders may organize inadequate operations at the expense of the lives of personnel,” the military said.

In his opinion, such an efficiency rating may not reflect the real performance of commanders, as it does not take into account the level of training of soldiers, unit support, intensity of hostilities, time spent on the contact line, geography of the battlefield, the amount of enemy resources, etc.

Other military officers also pointed out that the effectiveness of a commander is not only about enemy losses, but also about the preservation of their own personnel, positions, weapons and military equipment.
