Court of Appeal upholds custody of Odesa ex-military commander Borisov

The Kyiv Court of Appeal has remanded in custody the former head of the Odesa Territorial Center for Manning and Social Support, Yevhen Borysov, who is suspected of organizing forgery and obstructing the legitimate activities of the Armed Forces.

This was reported by the court’s press service, "Komersant Ukrainian" reports.

The defense filed an appeal against the preventive measure for Borisov, which was issued on March 20 by the Pechersk District Court of Kyiv.

However, the court of appeal rejected the appeal, so Borisov will remain in custody until May 18, 2025. He also has the option of posting bail in the amount of UAH 180 million.

Borysov’s cases
In 2023, investigative journalists from Ukrayinska Pravda found millions of dollars worth of property in Spain belonging to the family of Yevhen Borysov, the head of the Odesa Regional TCC and JV.

As a result, the former head of the TCC was suspected of illicit enrichment (Article 368-5 of the Criminal Code of Ukraine), as well as of organizing the legalization of property obtained by criminal means in particularly large amounts (Part 3 of Article 209 of the Criminal Code). And President Volodymyr Zelenskyy instructed the then Commander-in-Chief of the Armed Forces of Ukraine, Valeriy Zaluzhnyy, to “immediately dismiss” Borysov from his post.

In this case, Borysov was detained and placed in custody. The court remanded him in custody with the possibility of bail in the amount of UAH 150 million. However, the bail was gradually reduced to UAH 12 million.

After paying the bail in May 2024, Borysov was detained again right at the exit of the pre-trial detention center and was notified of a new suspicion of money laundering. Two days later, the court again remanded him in custody, this time with the option of posting bail in the amount of UAH 140 million. Subsequently, this amount was also reduced to almost UAH 40 million.

In July 2024, law enforcement officers completed an investigation into Borysov in the case of his trips to the Seychelles and Spain under the guise of treatment after being wounded at the front. He was charged with three articles at once.

In December of the same year, Borysov was informed of new suspicions that the ex-soldier had registered a non-combat injury, for which, based on a false decision of an official inspection and the conclusion of the MSEC, he received an additional 165,480 hryvnias in April-June 2022. The next day, he was taken into custody.
