Amazon is closer: “Ukrposhta signs deal to open US airports to it

At the end of June 2025, the Ukrainian state postal service Ukrposhta and the United States Postal Service (USPS) officially signed a cooperation agreement, which had been under preparation for more than two years. The company’s CEO Ihor Smelyansky wrote about this on his Telegram channel on June 24, "Komersant Ukrainian" reports.
He noted that he was returning from a business trip to Rome and Washington. The result of the trip was the signing of an agreement. However, information about its details is confidential. However, Smelyansky made public the general theses of the document for Ukrainians.
One of the key agreements was the opening of four airports – Los Angeles, Chicago, Miami, and New York – to process and receive Ukrposhta’s shipments to the United States. According to Smelyansky, this will reduce the delivery time from the current 8-10 days to 6-8 days. At the same time, the cost of delivery for consumers will not change, but a significant increase in speed can become a competitive advantage for Ukrainian exports.
These results were achieved through optimization of logistics processes and direct loading of shipments at key USPS hubs.
The agreement also introduces special conditions for heavier shipments. Previously, Prime’s favorable rates were applied only to lightweight parcels, but from October 2025 to January 2026, they will be extended to parcels weighing up to 5 kg. This step will allow business customers to significantly reduce the cost of international shipping.
Our team will start working in this direction tomorrow, and I hope we will please our exporters by the holidays,” Smelyansky said.
In addition, during the talks, the Ukrainian postal operator received assurances from the USPS that the US would facilitate the integration of platforms such as Amazon for direct delivery to Ukraine. Official agreements do not yet set clear dates, but the very fact of this step is a significant progress for the development of export logistics. This opens up opportunities for Ukrainian small and medium-sized enterprises, which will find it easier and cheaper to enter the international market through global online platforms.
In addition to transportation benefits, the agreement provides for improved payment terms and financial comfort for Ukrposhta. This will allow Ukrposhta to continue investing in infrastructure even under martial law.
Such changes demonstrate a strategic approach to ensuring stable services, updating the technical base and maintaining quality service – regardless of external circumstances.
This agreement is only the initial stage. The next steps are active technical work, adaptation of tariffs to the needs of customers and marketing campaigns to disseminate the new tariffs. By the end of the year, we plan to evaluate the results: delivery speed, export volumes, and changes in profitability.
This is a significant signal for the state: a country at war receives stable logistics tools and pragmatic support from the United States. This is evidence of diplomacy and economic coordination at the highest level.
The Ukrposhta CEO also said that the agreement was signed after three hours of negotiations with USPS Acting CEO Doug Tulino. The active position of the Ukrainian side was emphasized by a symbolic gift – a Mariupol stamp made of steel from the Azovstal metallurgical giant. This gesture was highly appreciated by the American partners, who have established themselves as allies and reliable technical partners of Ukraine.
