9 financial companies under NBU sanctions: license revoked from Dimetra Finance

In April 2025, the National Bank of Ukraine took enforcement action against nine non-bank financial institutions for violations in financial monitoring. This is stated in the regulator’s statement, "Komersant Ukrainian" reports

The most severe decision was made against Dimetra Finance LLC, a company that was engaged in factoring, lending and operations with precious metals. The NBU revoked its license due to systematic disregard for the requirements of the legislation on preventing and combating money laundering, terrorist financing and proliferation of weapons of mass destruction (AML/CFT).

This is not the company’s first violation. In 2023 and 2024, Dimetra Finance was already held liable for similar actions, which were limited to fines. However, the systematic failure to submit reports and neglect of requirements led to the most severe step – the loss of the license.

In addition, the NBU imposed fines on other companies for violating the law on preventing and combating money laundering, terrorist financing, and financing the proliferation of weapons of mass destruction:

  • Miloan LLC – UAH 8.8 million;
  • Bizposyka LLC – UAH 1.03 million;
  • Avance Credit LLC – UAH 544 thousand;
  • Credit Union “Credit Union” – a written warning and a fine of UAH 544 thousand;
  • Paytek LLC – UAH 323 thousand;
  • System Financial Consulting LLC, FC Digital Finance LLC, and FC Fin-Rang LLC – UAH 340 thousand each.

The NBU once again emphasized the importance of financial institutions’ compliance with AML/CFT legislation, especially in times of war when transparency of financial flows is critical to national security.
