50 thousand entrepreneurs will help the state better understand the needs of the labor market

The State Employment Service has launched a large-scale survey of employers to study the current and future needs of enterprises for employees and identify possible obstacles to employment of various categories of citizens. This was reported by the Ministry of Economy of Ukraine, Komersant ukrainskyi informs.

Separately, experts of the employment service will study the readiness of businesses to attract personnel from the veteran community, and create employment opportunities for internally displaced citizens. For the first time, the attitude of entrepreneurs to hiring or returning to work of people of retirement age, as well as the ability and willingness to employ women in professions traditionally dominated by men will be studied.

The data obtained will also help assess the need for flexible forms of labor organization, identify the demand for remote or home-based work, which will allow us to understand changes in the labor market, in particular in the context of modern digitalization and the requirements of the modern business environment.

Based on the results of the survey, it will be possible to better plan and adapt relevant education and training programs.

The survey will cover more than 50 thousand representatives of small, medium and large businesses operating in various sectors and employing up to 5 million people.

The survey will run until January 31, 25. It is conducted on the online platform of the State Employment Service. Employers participating in the survey will receive a personalized link to fill out the questionnaire.

The state of affairs in the labor market

Despite the imbalances in the labor market, employment in Ukraine is growing, according to the NBU’s December Financial Stability Report. The unemployment rate is declining and, according to the NBU’s forecast, will be around 14% by the end of the year. The need for workers is growing as the economy recovers. At the same time, the labor supply does not fully meet business needs. Significant qualification and regional imbalances remain in the labor market. Mobilization makes it difficult to find staff. The lack of employees remains one of the main obstacles to doing business, according to a survey conducted by the Institute for Economic Research and Policy Consulting in October 2024. Respondents even expect a decrease in the number of employees in the next 12 months. For the second time in a row this year, banks also named the lack of qualified personnel among the biggest systemic risks to the sector in the NBU survey.

Imbalances in the labor market

Since the beginning of 2024, along with the economic recovery, the supply of vacant jobs has also been recovering, but the trend in job seekers’ activity does not correspond to changes in labor needs. This is stated in the analysis of the National Institute for Strategic Studies. Thus, in the first half of 2024, according to Work.ua, the number of vacancies increased by almost 19 thousand and in June 2024 amounted to more than 110 thousand. However, the number of resumes updated or created in the same month was 304 thousand, which is almost 47 thousand less than in January 2024. This indicates low activity of job seekers, which is also lower than in 2023 and 2022. In these conditions, the competition for vacancies is decreasing (in June 2024, this indicator reached its lowest point in more than three years), and employers are finding it extremely difficult to find employees. The problem has been exacerbated to a large extent by large-scale migration of Ukrainians abroad and mobilization to the Armed Forces, as well as by deepening sectoral, professional, and interregional imbalances in the labor market.
