in 2024, Ukraine’s budget received $41.6 billion from foreign donors

The first meeting of the Steering Committee of the Ukrainian Donor Platform took place this year, during which Prime Minister of Ukraine Denys Shmyhal thanked foreign partners for supporting the Ukrainian budget, which amounted to $41.6 billion, and announced the needs for 2025, which amount to $39.3 billion. The head of the Ukrainian government announced this in Telegram, Komersant ukrainskyi reports.

In addition to budgetary issues, attention was focused on the problems of Ukraine’s recovery.

Key priorities for Ukraine’s recovery

Oleksiy Kuleba, Vice Prime Minister for Reconstruction of Ukraine and Minister of Communities and Territories Development of Ukraine, outlined these priorities:

– winter resilience – decentralization of the energy system, modernization and optimization of water infrastructure, restoration of water supply and sewerage in the southern regions of Ukraine;

– energy – restoration of damaged facilities, construction of protection for energy infrastructure, which have already demonstrated their effectiveness during Russian attacks;

– housing – continuation of the successful compensation mechanism for damaged and destroyed housing, launch of a social housing project and an affordable program for IDPs;

– social infrastructure – restoration of educational and medical institutions;

– transport and logistics – restoration of roads and railways, which is critical for the country’s economic stability in times of war, as it is primarily about evacuation routes and rescue of people; development of port infrastructure;

– support for the private sector – economic programs to restore resilience and support small and medium-sized enterprises, support for the production of agricultural equipment, war risk insurance and capital investment financing.

Oleksiy Kuleba also voiced the needs of the humanitarian demining sector and the preservation of cultural heritage.

Reforming public investment management

The introduction of public investment management reform should help to increase the efficiency and transparency of reconstruction. This is a comprehensive reform that includes a change in approaches to the selection of projects in which the Government will invest.

At the meeting, it was reported that in 2024 the Strategic Investment Council began its work, which approved the Unified Public Investment Portfolio. This includes 787 projects, of which 92 projects were selected for this year.

The list of priority public investment projects for 2025 includes, in particular:

– Construction of main water pipelines in the Mykolaiv region, due to the need to eliminate the negative consequences associated with the destruction of the Kakhovka hydroelectric power plant;

– Reconstruction of wastewater treatment facilities and construction of a technological line for the treatment and utilization of sludge at the Bortnytsia Aeration Station;

– Construction of a modern thermal power plant in Dnipropetrovska oblast using gas turbine technology;

– Development of border road infrastructure on the approaches to the checkpoints on the Ukrainian-Polish border;

– Establishment of centers of professional excellence in Ukraine.
