UAH 160 million for doctors in villages, procurement of modern antibiotics and the right of military to parenthood: what’s new in healthcare in 2025?

The 2025 healthcare budget demonstrates the government’s ambitious intentions to implement systemic changes and long-term reforms. The main priorities of the budget are to harmonize the medical system with European standards, support patients in critical conditions and improve conditions for healthcare workers. Natalia Lisnevska, Deputy Minister of Health of Ukraine in 2014-2015, medical law specialist, commented on the key aspects of the budget in her commentary [komentar ].

Improving the supply of intensive care drugs

The budget for the first time provides for the procurement of expensive medicines and medical devices. These include consumables for acute dialysis, equipment for extracorporeal oxygenation and modern antibiotics.

“Such measures are aimed at ensuring proper support for patients in critical conditions. This will be an important step to reduce mortality,” commented Natalia Lisniewska.

Full funding for blood services

For the first time, the budget provides for full funding of blood services, for which UAH 378 million has been allocated. This will help meet the needs of healthcare institutions for blood components.

“Under martial law, proper provision of blood services is extremely important. The new budget makes it possible to fully cover these needs,” Lisnevska added.

Support for the military and veterans

Particular attention is paid to financing projects for military personnel and veterans. In particular, UAH 750 million will be allocated to a dental prosthetics project, and UAH 190 million will be allocated to ensure the right of servicemen to parenthood.

“These funds will be used for the collection, cryopreservation, and storage of reproductive cells of military personnel. This initiative is of great importance for those who risk their lives for Ukraine,” emphasized Lisnevska.

Improving conditions for medical professionals

Almost UAH 160 million has been allocated to encourage healthcare workers to work in rural areas.

“These funds will be used to compensate for housing costs and bonuses for medical graduates who agree to work in villages. This will help improve the accessibility of medical care in the regions,” the expert noted.

Single space of medical institutions

In 2025, the Medical Guarantees Program will cover medical institutions subordinated to the Ministry of Health, the National Academy of Medical Sciences, the State Administration of Affairs and the National Academy of Sciences.

“The integration of these institutions will ensure uniform rules of access to medical services for patients. This will allow Ukrainians to receive highly specialized care from unique medical institutions at the expense of the state,” Lisnevska said.

Assessment of prospects

According to Ms. Lisnevska, despite the challenges caused by the war, the healthcare budget for 2025 demonstrates progress towards improving the medical system.

“The priority of defense spending is understandable, but even in such circumstances, the healthcare budget is aimed at supporting the population, the military and doctors. This is an important step towards qualitative changes in the medical sector,” she summarized.

The healthcare budget for 2025 lays the foundation for positive changes and reflects the state’s desire to provide Ukrainians with an adequate level of medical care, even in difficult circumstances.
