At a meeting on 5 September, members of the Verkhovna Rada dismissed two ministers and the head of the State Property Fund and appointed nine new ministers. This was reported by Komersant ukrainskyi with reference to MP Yaroslav Zheleznyak.
Which ministers were dismissed
on 5 September, members of the Verkhovna Rada dismissed the following ministers:
- Dmytro Kuleba – Foreign Minister.
Iryna Vereshchuk , Deputy Prime Minister and Minister for Reintegration of the Temporarily Occupied Territories of Ukraine. - Vitaliy Koval – Head of the State Property Fund of Ukraine.
Which ministers were appointed
On 5 September, the Parliament appointed 9 ministers to the Cabinet of Ministers. Prime Minister Denys Shmyhal and 10 ministers remained in their positions.
Thus, on 5 September, MPs voted to appoint Olga Stefanishyna, Oleksiy Kuleba, Svitlana Hrynchuk, Matviy Bidnyi, Mykola Tochytskyi, Nataliya Kalmykova, Herman Smetanin, Vitaliy Koval, and Andriy Sybiga.
Appointments:
- Andriy Sybiga is the Minister of Foreign Affairs. From 2024, First Deputy Minister of Foreign Affairs.
- Olha Stefanishyna – Deputy Prime Minister for European and Euro-Atlantic Integration and Minister of Justice. Stefanishyna was dismissed at a Rada meeting on 4 September. The dismissal was formal so that she could be reappointed to the same position, but with the portfolio of Minister of Justice added to her status as Deputy Prime Minister.
- Oleksiy Kuleba – Vice Prime Minister for Recovery – Minister of Community and Territorial Development. He worked as the deputy head of Andriy Yermak’s Presidential Administration.
- Svitlana Hrynchuk – Minister of Environmental Protection and Natural Resources. Formerly Deputy Minister of Energy.
- Matviy Bidnyi – Minister of Youth and Sports. Previously, he was the acting minister.
- Mykola Tochytskyi – Minister of Culture. He worked as the deputy head of Andriy Yermak’s OP.
- Natalia Kalmykova – Minister of Veterans Affairs. From September 2023, she worked as Deputy Minister of Defence for Social Development.
- Herman Smetanin – Minister for Strategic Industries. He was the head of Ukroboronprom.
- Vitaliy Koval – Minister of Agrarian Policy and Food. He was the head of the State Property Fund.
Zheleznyak ranked the newly appointed ministers by the number of votes in total:
- Sibiga MFA – 258 votes
- Kalmykova – Ministry of Energy – 256
- Stefanishyna – Ministry of European Union and Ministry of Justice – 253
- Tochytskyi – Ministry of Construction – 252
- Koval Ministry of Agriculture – 251
- Smetanin of the Ministry of Industry – 247
- Hrynchuk Ministry of Ecology – 246
- Kuleba – Ministry of Reconstruction – 240
- Poor Ministry of Sport – 239.
The MP noted that not a single vote received even 200 votes from the Coalition.

It should be noted that at a meeting on 4 September, members of the Verkhovna Rada applauded the resignation of Justice Minister Denys Malyuska.
The information of Kommersant Ukrainskiy’s interlocutors about the dismissal of the Deputy Head of the Presidential Office Rostyslav Shurma was confirmed. On 3 September, President of Ukraine Volodymyr Zelenskyy dismissed Rostyslav Shurma from his post.
The head of the Servant of the People parliamentary faction , David Arakhamia, announced a major reset of the Cabinet of Ministers this week.
