Trump’s 100-day plan: fake or real, but discussions continue

on January 26, the so-called “Trump’s 100-day plan” for a peaceful settlement in Ukraine appeared online. A number of media outlets, and later Telegram channels, disseminated it as a plan that was allegedly handed over to Ukraine through European diplomats, but whose authenticity has not yet been confirmed. Nevertheless, this plan has already become part of the information space surrounding the alleged peace talks, so Komersant ukrainskyi publishes its details with the warning that the plan is probably fake.

Terms of the peace deal

  1. Ukraine stays neutral, renounces NATO, and NATO officially renounces the idea of accepting Ukraine. At the same time, Ukraine retains its army with the support of the United States, and the size of the Armed Forces is not reduced.
  2. Ukraine will join the EU by 2030; Ukraine’s post-war recovery will be funded by the EU.
  3. Russia retains control over the occupied territories of Ukraine, but Ukraine does not recognize Russia’s sovereignty over them; Ukraine makes no military or diplomatic attempts to return them.
  4. Immediately after the peace agreement, a number of anti-Russian sanctions are lifted, and most of them are lifted within three years of the agreement; restrictions on Russian energy imports to Europe are immediately lifted.
  5. Political forces that defend the rights of Russian-speaking people and declare friendly relations with Russia are guaranteed access to the elections in Ukraine; the free functioning of the pro-Russian UOC is guaranteed.
  6. The issue of a peacekeeping contingent remains open.

Key dates and deadlines for the peace process

Late January – early February. Trump’s phone call with Putin. Then Trump will talk to Zelenskyy. If common ground is found, Zelenskyy should cancel his decree banning talks with Putin.

February – first half of March. Trump, Zelenskyy, and Putin meet (one trilateral or two bilateral meetings). Peace agreements are discussed at the meetings, but hostilities continue at this time. The United States continues to help Ukraine at this time.

On April 20, a truce is declared, and the demarcation line is fixed along the front line. The Ukrainian Armed Forces, however, have to withdraw from Kursk.

End of April. An international peace conference with the participation of the world’s leading powers is held to finalize agreements. Prisoners are exchanged on an “all for all” basis.

The declaration of this conference is to be publishedby May 9. After that, Ukraine does not extend martial law and mobilization.

Ukraine holds presidential and parliamentary and local elections atthe end of August, and parliamentary and local elections at the end of October.

Official reaction

The Ukrainian authorities reacted to the dissemination of the Trump Plan semi-officially. The head of the Office of the President of Ukraine, Andriy Yermak, wrote on social media that there is no such plan.

“There are no “peace plans” for “100 days” in the media in reality. They only disguise it as fake news, which is most often legalized by the Russians,”

wrote the head of the OP.

It is worth noting that a post on social media by an official who is not officially responsible for public policy can hardly be considered a reliable source of information. Therefore, all that can be said with certainty is that US President Donald Trump declares his desire to end the war in Ukraine as soon as possible, and Putin has allegedly expressed his readiness to engage with him.

Trump’s position on Ukraine

During the election campaign, Donald Trump repeatedly stated that he would end the war in Ukraine within 24 hours of taking office. This deadline has already passed.

Also during the election, the media spread the so-called “Trump Plan”. The plan was that the United States would use its influence to stop the war, taking into account the status quo. To do this, Trump would force Putin and Zelenskyy to sit down at the negotiating table. If Putin does not agree to negotiate, the United States will give Ukraine all the weapons it needs to win on the battlefield. If Zelenskyy refuses to negotiate, the United States will completely stop helping Ukraine.

This plan, in its various variations, stipulates that Russia retains the territories it temporarily occupies and that Ukraine does not join NATO.

However, later Trump seemed to “forget” about this plan. In particular, he voiced scenarios in which he would force Russia to capitulate due to the decline in world oil prices.

After Trump was elected President of the United States, one of his advisors, Brian Lanza, said that Ukraine should forget about Crimea. The president-elect’s entourage, however, was quick to deny this statement and said that Lanza could not speak for Trump.

Currently, the future US Special Representative for Russia and Ukraine, Keith Kellogg, is talking about 100 days in which he wants to reach some kind of agreement.
